Detective Mike Proctor


Professional Training and Experience


 

  • Sept. of 1970 to Sept. 1972, Det. Proctor worked as a long term substitute teacher for both the El Segundo and Anaheim Unified School District.
  • Sept. 11, 1972, he became a police officer for the City of Westminster.  Duties included:
  • A short stint in patrol.
  • Developed and wrote the school resource officer program for the Garden Grove Unified School District, while teaching at both La Quinta and Westminster high School as a School Resource Officer.
  • Wrote the program called C.S.U. (Crime Specifics Unit) for Westminster P.D.  This unit worked heavy felons.  He worked the same for over 2 1/2 years.
  • Det. Proctor then trained officers for about two years, and then was promoted to Detectives.  There he worked burglary for one year, and then was  moved into the Robbery/Homicide unit, where he stayed until November 23, 1996 when he retired.  During the course of that stay he investigated over 2000 robberies, 400 attempted murders and was the lead investigator on over 55 homicides.
  • Det. Proctor was the first investigator to put a stalking case together in Orange County, and the second in the nation.
  • Det. Proctor was hired back onto the P.D. to work old homicides and stalking cases on Nov. 23 1996.
  • Det. Proctor has worked and consulted on well over 200 stalking cases.
  • Det. Proctor is considered to be a stalking expert by the Orange County D.A.'s office, the California District Attorney's Assn., and by many other jurisdictions through out the state of California.
  • Det. Proctor has testified as an expert both in California and other states, the most recent of which would be a homicide case in Tuscaloosa Alabama. 
  • Det. Proctor was one of the consultants on a stalking workbook and instructional video on stalking for P.O.S.T (Police Officers Standards and Training).
  • Det. Proctor assisted in writing the primary brief in the first stalking tort case in the nation. (03/1996)
  • Det. Proctor is currently a member in good standing of ATAP (Association of Threat Assessment Professionals).
  • Det. Proctor is also Registered as a stalking expert/consultant, by The National Center for Victims of Crime, Washington D.C.
  • In June of 2004, Det. Proctor completed a consult on a portion of a program funded by the Arizona's STOP Domestic Violence grant, awarded to Mesa Community College's Administration of Justice Studies. Program coordinator Kerry L. Muehlenbeck, J.D., LL.M.
  • Currently, Det. Proctor is consulting on a project for the Orange County Family Visitation Centers concerning staff/client security as well as developing education on the stalking phenomenon.
  • In late 2005,  Det. Proctor was asked to testify in front of the Nebraska State legislature concerning an amendment to their anti-stalking law. He sent letters outlining his stand on what he considered stalking legislation should consist of as well as copies of his book to the 8 person criminal justice committee assigned to the bill.  Detective Proctor was glad to be a small part of the effort needed to get the bill amended. And on April of 2006 was advised  the amendment was signed into law by the Nebraska Governor. 
  • After 33 years of exemplary service on the Force, Detective Proctor has now retired, but he is still actively teaching, consulting and lecturing.
  • In December of 2007, Detective Proctor was appointed to the board of Feel Safe Again, Inc. as an advisory board member.
